		<description>I find people improving their lives incrementally laudable; what I do not find laudable is a social order that has permitted such conditions to exist for so long. And what I especially do not find laudable is credulous gee-whiz reporting that heaps praise on politicians for doing what they should have done fifty years ago.</description>

The settlements in question house about 2% of the population of Texas.  That the very poorest in a society lack amenities that have been common for some time in other social sectors is unsurprising.

If you wish to be dismissive of the efforts of people to incrementally improve their living situation by their own efforts, that&#039;s your problem.</description>
